Members will be asked to vote on three amendments to the association’s bylaws at the general assembly in Dallas. The full text has been circulated to chapter secretaries and is available on request.
The three proposals
Chapter recognition. A new chapter would need fifteen founding members rather than ten, and would serve a probationary year before gaining a vote at the assembly.
Quorum. The quorum for the general assembly would drop from one third of members to one quarter. Two of the last four assemblies came close to being inquorate, which would have invalidated everything decided at them.
Treasurer’s reporting. The treasurer would be required to publish accounts to members thirty days before the assembly, rather than presenting them on the day.
Why these, and why now
All three come out of problems the executive hit in the last two years rather than from any wish to tidy the document. The quorum change is the one the committee expects to be argued over, and it should be.
Amendments require a two-thirds majority of members present. Proxy voting is not permitted for bylaws changes.
